Preparing a Master Plan
Planning and implementation of Renewable Energy (RE) and Energy Efficiency (EE) programs and projects at local level can contribute substantially towards clean energy access, job creation, overall development and welfare of a region, district, urban or rural area (village). District authority, municipality and Panchayat can take a range of initiatives and adopt byelaws for using renewable energy and implement energy efficiency measures.
To prepare an action plan or road map for systematic implementation of techno economically feasible renewable energy and energy efficiency program in the district or locality, the following steps needs to be followed.

Objectives and Goals
To decide the renewable energy goals to be achieved at district ,city level, the existing data and potential scenarios at the local level need to be analysed.
